PUBLIC NOTICE 
FILING DECLARATIONS OF CANDIDACY FOR ELECTIVE OFFICES
 
FOR THE APRIL 4, 2023 MUNICIPAL ELECTION
CITY OF KEARNEY, MISSOURI

Filing for candidates at the annual City election, Tuesday, April 4, 2023 opens Tuesday, December 6, 2022 at 8:00 AM and ends Tuesday, December 27, 2022 at 5:00 PM in accordance with 115.127.5 RSMo.

At said election there shall be elected:

  1. One (1) Mayor for a term of four (4) years.
  2. One (1) member of the Board of Aldermen of Ward 1 for a term of two (2) years.
  3. One (1) member of the Board of Aldermen of Ward 2 for a term of two (2) years.

Filing may be recorded with the City Clerk at Kearney City Hall, 100 E. Washington Street, Kearney, MO, during normal business hours from 8:00 A.M. until 5:00 P.M. Monday through Friday.  City offices will be closed beginning at noon on December 23, 2022 and closed all-day December 26, 2022. 

QUALIFICATIONS FOR MAYOR  No person shall be Mayor unless he/she be at least twenty-five (25) years of age, a citizen of the United States, and a resident of the City at the time of and for one (1) year next preceding his/her election.

QUALIFICATIONS FOR ALDERMAN  No person shall be an Alderman unless he/she be at least eighteen (18) years of age, a citizen of the United States, and an inhabitant and resident of the City for one (1) year next preceding his/her election, and a resident, at the time he/she files and during the time he/she serves, of the ward from which he/she is elected.

QUALIFICATIONS FOR ALL ELECTED OFFICIALS  Pursuant to Section 115.040 of the City of Kearney Code of Ordinances, all officers elected to office shall be voters under the laws and Constitution of this State and the ordinances of the City and no person shall be eligible to file as a candidate for municipal public office who is delinquent in the payment of any state income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence as stated on the declaration of candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to the state.

Pursuant to Section 115.347 RSMo, no candidate’s name shall be printed on any official ballot unless his/her written, signed and sworn Declaration of Candidacy has been filed in the office of the City Clerk within the time allowed by law.

According to state election regulations no person shall be eligible to file as a candidate for municipal public office who has been found guilty of or pled guilty to a felony or misdemeanor under the federal laws of the United States of America or to a felony under the laws of this state or an offense committed in another state that would be considered a felony in this state.
